Zelenskyy tells UN Ukraine's target is Russia's ability to finance the war

Ukrainian President Volodymyr Zelenskyy said Russia's oil industry is "running on fumes" and that Ukraine's target is Russia's ability to finance the war, according to excerpts of an address to the UN General Assembly that Zelenskyy posted on X on Sept. 24. [1]
"Our target is Russia’s ability to finance this war, to drag it out, to make it more brutal and more destructive," Zelenskyy said. Zelenskyy added that oil, gasoline and diesel, factories and ports are not the target in themselves. [1]
Zelenskyy said Russian generals have spent almost five years trying to carry out an order from Putin to seize the Donetsk region in eastern Ukraine. [2]
Zelenskyy said Putin recently told representatives of the U.S. president that Russia needs "just a few more months" to take Donetsk. Zelenskyy said this is probably the 17th or 18th time in five years that Putin has made such a promise, and that the deadline is always moved. "Putin will fail this time too," Zelenskyy said. [4]
Zelenskyy also described the scale of Russian attacks this year. Russia has used more than 2,100 missiles against Ukraine, including more than 950 ballistic missiles, Zelenskyy said. In eight months Russia has used 63,000 attack drones, more than 7,700 of them jet-powered "shaheds," Zelenskyy said. [3]
Zelenskyy asked the assembly whether other countries would survive facing such attacks, and answered: "Ukraine has." [3]
